This explanation also makes sense as receiving enlightenment restores vitality lol. It could also be 悟, which means enlightenment. It could be 活, which means life ( most likely). I actually went ingame to look at it several times lol This character is rather unclear and i had difficulties making it out. In this case it refers to the player being cured from the burn effects. 痊 means simply means to recover/cure from, 痊愈 means recovery. In context, it simply means that the dragon-rot cough is being cured throughout the world. It roughly translates to "the dragon cough to be recovered fast". 竜 refers to dragon as you correctly mentioned, while 咳 refers to cough. In this context, the pacifying agent makes the player more resistant to the terror effects. 耐 roughly translates to resilience/patience, while 恐怖 refers to fear/terror.
